The Roanoke Chapter of the Float Fishermen of Virginia held its monthly meeting at the Roanoker Restaurant on Wednesday, June 25, 2008, with President David Shelton presiding.
There was no treasurer’s report due to the absence of Lauri Goater, who is still functioning temporarily as the RV chapter treasurer. The club is seeking a treasurer to replace Lauri, as well as a recording secretary – please step forward and volunteer a little time for some of the club’s official duties!.
Safety Report: Cathy Joslyn reminded everyone that since summer is here, don’t forget the sunblock and the lifejacket when heading downriver.
Conservation News: Bill Tanger attended a water quality conference recently which was teleconferenced with the entire state. Unfortunately, only 3 people representing John Q Public attended; the rest were DEQ personnel. The state is trying to obtain information on fish kills, water quality, etc. The number of polluted rivers have increased, but the spin put on it is that more rivers have been added. The state publishes a water quality report every two years.
On Tuesday, June 24, public radio did a short segment on the problems facing our rivers and interviewed Tanger on behalf of FORVA. The Fish Kill Task Force will print an in-depth publication shortly on the sources and elements polluting our waters. Currently, poultry farmers do not have to report where they discard chicken waste. Tanger will send the publication via e-mail.
Rutrough Road Access News: The subject of how best to maintain access and achieve improvements was discussed, prompted by an article that appeared in a June issue of The Roanoke Times. This access problem dates at least back to the year 2000, with RV chapter boaters being threatened with notes on vehicles and Explore Park signs claiming private property where the public road access is located.
At a recent Explore Board meeting, of which Tanger is a member, discussions were held about the possible consequences of a threatening letter penned by Explore Park’s attorney, Greg Haley. A letter from the FFV stated it would be compelled to file suit if actions were taken by Explore Park to prosecute or to deny public access. A few members felt it too drastic a letter at this point.
However, Scott Martin, Franklin County’s Director of Commerce and Leisure Services, feels that the Club should have the “testicular fortitude” to face up to the challenge of being threatened and bullied by the Explore Park Board. While some worried about the cost of litigation, Martin stated that this is an issue of the public’s rights, and therefore, the club would have the ability to use a Commonwealth attorney to represent the public’s rights, i.e., Virginia Citizens v. Explore Park, at no cost.
Jimmy Franklin, another member of long-time standing, felt that the threat of filing suit should give our club a strong negotiating tool to use to our benefit. Franklin felt questioning and doubting the committee members’ tactics will serve only to handicap the committee working to maintain and improve access.
The committee is in possession of correspondence from various agencies who are concerned about losing this access, such as the Secretary of Natural Resources, DCR, DGIF, Creek Freaks, FORR, and FORVA to name some. A meeting has already been held with two Roanoke County supervisors, namely Butch Church and Charlotte Moore, to inform them about this issue. They feel as if they have been kept in the dark by Larry Vandermaten, who holds a lifetime lease on Explore Park, and the Explore Board, but hope the issue can be resolved in a way that gives the public access to the river. Church feels the matter may ultimately have to be decided in court.
The club has asked the VanLuiks and Coopers to contact their supervisors to set up a meeting. By law, there may be a maximum of only two supervisors meeting together. Tanger will set up a meeting with Supervisor Altizer and Mahoney, the county attorney. VDOT has sent a letter stating there is a public road down to the river, but is still checking on whether the last five hundred feet is on their maintenance list. If it is still on the VDOT list, FFV should then be able to allow construction of the steps and boatslide.
Trips: Ken Ingram reminded everyone about the Fun Float Day trip from Long Island to Brookneal. Check the club’s message board for dates/times. He suggests that this club have a large turnout for the Labor Day weekend float since it is near our area, Glen Maury Park. Scott Martin reminded everyone about their standing 3 hour trips on the Smith River every Thursday afternoon.
Old Business: Scott McDowell and Kevin Black have agreed to assist in getting the information together for a flyer or brochure about boating in this area that can be distributed to newcomers.
The canoe trailer is now situated on the Solitude property. Tanger has made keys for the trailer and will give a key to anyone interested. The trailer is missing tie-downs for canoes and kayaks. The trailer, with a 2-inch ball, can haul up to 8 canoes or kayaks.
A motion was made, seconded and passed to allocate $50 from the treasury to purchase rigging for the trailer.
Rafting: Reminder that rafting trips will be somewhat diminished due to a shortage of raft guides. Please let Tanger know if you are able to guide or are interested in learning to guide. There are no openings for a trip down the New River Gorge, but there are still a few seats available for a Gauley River trip.

The Roanoke Chapter of the Float Fishermen of Virginia held its monthly meeting at the Roanoker Restaurant on Wednesday, February 27, 2007, with President David Shelton presiding.
Conservation News : The first Botetourt County Blueways meeting was held Feb. 27, 2008. Bill Tanger is on the committee. Volunteers are appreciated!
Franklin County will hopefully breach a small dam for small whitewater park by October 2008 and the larger Pigg River dam by 2011.
Rutrough Road Access - VDOT signed on per letter Jan. 24. VMRC rejected due to the fact that VDOT did not own the land--only the easement. Secretary of Natural Resources Preston Bryant may be able to help. David Shelton should write a letter to him for support. Pat Williams will attempt to set up a meeting with Charles Poindexter after March 15. Charles is friends with Sec. Bryant.
Cushaw Access has been delayed by the legislative session. A meeting is needed with Policy Director Shepard as to whether the Governor will help. We really need the Governor assistance now since he has pull due to state giving millions to railroads for projects. Now is the time for pressure.
The Kings Grant issue is dead now. DCR and Bill Tanger will help rewrite legislation for access study for next year, excluding the Kings Grant issue.
Montgomery County is doing a blueway on the South Fork of the Roanoke. Volunteers are needed!
Safety: Cathy did a great demonstration of throw bag use and there was good discussion here. She also discussed homemade throw bags and how they are useful.

The Roanoke Chapter of the Float Fishermen of Virginia held its monthly meeting at the Roanoker Restaurant on Wednesday, January 30 2008, with President David Shelton presiding.
Treasurer's Report: Laurie Goater reports that the treasury now totals $4,997.15, with $1,556.89 in the general fund and $3,440.26 in the raft fund. The club dues for 2008 are $25.00 and are due and payable to the Float Fishermen of Virginia.
Safety Report: Research by Cathy Joslyn reveals that there have been no boating accidents so far this year in Virginia; however, other states have not been so lucky. Check with Cathy if you are interested in life insurance now available for kayakers, canoeists, and paddlesports enthusiasts, and she also has materials and instructions for new kayak and canoe techniques.
Upcoming Trip: The Elk River Festival is on the weekend of April 4-6, 2008. Many of the club members are lodging at the Webster Springs Motel near the river and by now, rooms may be sparse. This is a Class 2-3 river with very cold water. Be sure to dress appropriately in case of a cold day or a cold water swim. More details may be available on the Roanoke Chapter's FFV website message board.
Conservation Report: Bill Tanger reports that more people are needed to complete the surveys for the North Anna River if you have paddled that river. Dominion Power is required to consider any recreational use before they can perform a study to build a nuclear power plant.
The legislature is now in session. Gov. Kaine is supporting the concept of a bill that will do away with citizen boards' permitting authority and relegate the permitting process to his appointed director of DEQ, a very volatile political move. The pressure for these bills (HB1332 and SB423) certainly comes from industries seeking to lessen restrictions on pollution. Most environmental groups vigorously opposed this bill last year when it was first proposed, and the damage was saved by a re-enactment clause in 2007. This year, every effort is being made in a battle to kill the bills forever.
The Rutrough Road access issue is moving along to the point where a letter was sent to VDOT from the Attorney General's Office recommending that VDOT not object to the "step proposal" at the river's edge. We are awaiting VDOT's resident manager in Salem to endorse the proposal.
Scott Martin (Franklin Co.'s Director of Commerce & Leisure Services) has asked FFV to write a letter of support to designate the Pigg and Blackwater Rivers as scenic rivers. This is a state scenic program, not federal, and will be good for economic development and will protect the rivers from dams, power lines, etc. Martin is requesting a vote in support of a study, a prerequisite for a locality seeking this kind of designation. NOTE: A motion was made, discussed, moved, seconded and passed unanimously to support a study.
Old Business: Bill Tanger has the sign-up sheets for anyone interested in rafting on the New, Gauley, and sometimes the Ocoee Rivers.
New Business: Some citizens of Giles County have formed a coalition to fight a business proposal to institute a fly-ash dump site on the banks of the New River in a 100-year-flood plain area.
A joint resolution to perform a study on King's grants has been proposed by a delegate, but the Supreme Court has already decided on this issue. However, the patron of the bill (Del. Lohr) has requested funds for a study of the public's right to river access in other areas, such as railroads. This could possibly assist us with the Balcony/Cushaw Project.

The Roanoke Chapter of the Float Fishermen of Virginia held its monthly meeting at the Roanoker Restaurant on Wednesday, November 28, 2007, with President Pat Williams presiding.
Treasurer's Report: Laurie Goater reports that the treasury now totals $5,005.00 (?), with $1,560.00 (?) in general funds and $4,440.00 (?) in raft funds. The club dues for 2008 are $25.00 and are due now.
Safety Report: A timely reminder that we need to be responsible for ourselves comes from a publication of Paddler's Safety Checklist from American Canoe Association, which was handed out at the meeting. And a very recent article in American Whitewater states that CPR should NOT be attempted on hypothermic people.
According to Ken Conner, there is a 2-day whitewater rescue course being offered in Maryland for $135.00. There may be a discount for a club trip, and water is guaranteed. This rescue course can be for any boat, including rafts.
Upcoming Trip: The Elk River Festival is on the weekend of April 4-6, 2008. Cabins and other lodging are available at Camp Caesar, but reservations should be made in a timely fashion.
Conservation Report: Rep. Timothy Bishop introduced legislation to protect communities from potentially harmful discharges in his Sewage Overflow Right-to-Know Act of 2007. This bill would require sewage treatment operators to be more diligent in their discharge and monitoring processes. A letter of support to Congressman Goodlatte on this timely bill from the club is warranted. NOTE: A motion was made for our club chapter to write a letter of support to Congressman Goodlatte. It was moved, seconded and passed unanimously.
Governor Kaine is still on a mission to abolish certain citizen boards concerned with environmental issues (HB 3113 and SB 1403). Meetings are being scheduled with interested parties and either the Governor or his policy director. Those who are opposed to Kaine's proposal include former Secretary of Natural Resources Tayloe Murphy, former DEQ Director, Bob Burnley, and former Governor Baliles. It is urgent that you call or write your representative to relay your opinion.
New River Gorge status update: Drafts are now being circulated for comments on the New River Gorge General Management Plan.
Rutrough Road access update: Our Secretary of Resources has been asked to assist in procuring a letter from VDOT's legal department regarding our plans to install access ramp steps at the end of Rutrough Road.
Gauley River access update: Discussions are still being pursued with the two holdouts on this access issue.
Balcony/Cushaw Project status: Plans are afoot to elevate this issue across the state by requesting involvement of other Float chapters to assign a person to contact state delegates in each chapter area to abrogate the railroad's policy of banning any proposed river access crossing. It is hoped that if there is a breakthrough on this project, a precedent will be set statewide and, perhaps, nationwide. Hikers, bicyclists, greenways and rails-to-trails supporters are all behind this effort.
New Business: An Adaptive Paddling Program has been formed for handicapped boaters. A motion was made to donate $100 to this effort. It was moved, seconded, and passed unanimously.

The Roanoke Chapter of the Float Fishermen of Virginia held its monthly meeting at the Roanoker Restaurant on Wednesday, September 28, 2007, with President Pat Williams presiding.
Treasurer's Report: Laurie Goater reports that the treasury now totals $3,715.20, with $1,028.99 in general funds and $2,686.21 in raft funds.
Safety Report : Reports of a 58- year old rafter snagged on a strainer in the Boise River and resuscitated; another K-Mart rafter in Washington State barely escaped after swimming a drop, nude, bruised and bleeding. According to data compiled by AW, most whitewater fatalities are primarily from self-guided trips. Any planned whitewater trip, particularly for non-athletic people, should be cleared by a physician first.
Trip Report: The Labor Day event at Solitude was attended by approximately 75-100 people throughout the long weekend. Thanks to all who lent a helping hand. A suggestion was made for obtaining a large dumpster for trash at events such as this, but for most of us who are used to hiking/camping, the general rule of thumb is: Pack it in, pack it out!
Events Report: The Smith Mountain Lake Gator Swim Meet occurred, and for all that were there, it was a fun event. The event planners would like additional help, however, as they were a little short-handed. A new look at the rules for people who show up for the kayaker Gator pool learning sessions may be in order to enlist their help for events outside of the learning sessions. Stay tuned.
Harris Haney was very appreciative of the raft trip "donated" by our club for auction for the Children's Discovery Museum located in Charlottesville. The auction winners, Janice Burnham and Steve Cooper, sent a check for $100 to FFV for conservation purposes.
Conservation Report: On the Roanoke River, the Water Authority (WVWA) wants to keep the sewerline dam at Wasena in place "just in case." In particular, the City of Salem wants to keep the options open. The Fish & Wildlife Service would like to remove the dam to help the logperch. The City of Roanoke would like to have it removed for "quality of life," greenways, etc. FORVA, FFV, VRRR and FORR are on board to remove the dam. Bill spoke at the last WVWA meeting and the Water Authority has postponed a final vote on whether to keep or remove it until a later date.
On the Gauley River access issue, 3 out of 5 owners are ready to sell the land while two others are still discussing the pros and cons of doing so. Explore Park/Rutrough Road access has been momentarily stymied while a permit is sought from VMRC. The Balcony/Cushaw Project is awaiting a meeting proposed by DCR with the railroad. The FERC/Smith Mountain Lake dam re-licensing project recreation study has been completed and they are unwilling to assist in improved public access so far. The Franklin Co. whitewater park is moving forward slowly. On the plus side, no contaminated soil has been found in the soil above the Pigg River dam.
New Business: Per Ken Ingram, the Clean Valley Council is having a clean up day on Oct. 6. Contact Ken for more information. The Club's boat trailer has been decreased in size for better manageability and is stored on Jeff Wold's property. Contact Jeff to make arrangements for its use prior to an event.

The Roanoke Chapter of the Float Fishermen of Virginia held its monthly meeting at the Roanoker Restaurant on Wednesday, April 25, 2007, with President Pat Williams presiding.
Treasurer’s Report: The treasury now totals $2,624, with $1,747 in general funds and $877 in raft funds. Our chapter is now 101 members strong! Total participants in this past year’s pool sessions were 151 paddlers. Per Lauri, the membership form on the website needs to be updated as soon as possible – it contains incorrect dues amounts for membership in the club.
Saftey Report: A fun river trip on the Elk River in West Virginia was held on the weekend of March 31-April 1. One of the rapids, Parcoal, had several slots with possible debris for strainers. Water temperatures must be considered when running trips this time of the year. Sometimes, temperatures may fluctuate widely depending on the section being run. Water temperatures and levels may be checked on the internet.
Floods on the West Coast have contributed to a high number of fatalities due to flush and hydraulic drownings, strainers, and even the absence of PFDs. Some were experienced boaters! Always check your gear before pushing off—life jacket, throw rope, dry bag, whistle, knife, good shoes, and appropriate clothing for water and air temperatures.
Conservation Report: Smith Mountain Lake (SML) Recreational Access Study. There are two places canoeists and kayakers should request for access during the re-licensing permit. The re-licensing of dams is done approximately every 50 years. Studies must be performed for any changes. One problem area begging attention is the Leesville Dam access. Currently, there is no public access for boaters. Water is released every Saturday, making this river a fun run. Problems needing to be addressed are parking, access, and bathrooms. Club members need to write letters to push AEP to account for these changes. One gross omission in this SML study was the Rutrough Road/Explore access. Franklin County has been critical of this and has commented to AEP.
A letter has been received from VDOT approving steps for access in this area, but Explore Park claims it owns that right-of-way. They have asked for a meeting insist that we not go forward with step placement. However, Rutrough Road is, and has been, a public road. To abandon the public access would require the county to go through a legal process to actually close the right-of-way. Should Roanoke County attempt this procedure, it would meet with great opposition.
The Cushaw Project is on hold until the Dept. of Conservation & Recreation formally asks the Attorney General’s office to clarify Virginia code on no-liability for public railroad crossings. All other groups/agencies are on board except for the railroad.
Trips: For details on upcoming trips on the Greenbrier, Nantahala, Nolichucky rescue class (May 19-20), Ocoee, Cheat River (and festival), the Yough, the Blackwater & Pigg Rivers (1st weekend in June), check the Roanoke Chapter’s FFV message board. This website has recently been revised, so let Bob Pillow know about any changes/corrections needed. He is the webmaster and the newsletter editor. He will also post announcements for you, and the minutes of each meeting are there, also. Thank you, Bob, for a job well done!

The Roanoke Chapter of the Float Fishermen of Virginia held its monthly meeting at the Roanoker Restaurant on Wednesday, March 28, 2007, with President Pat Williams presiding.
Treasurer ’s Report: No report due to Treasurer’s absence.
Conservation News: Bill Tanger reports that there are various large parcels of property for sale for top dollar prices near rivers such as the Jackson River, Craig Creek and Johns Creek.
James River Stakeholder Project is a plan for overall water management because of concern about excessive water removal from the James River. Reports are available for downloading on this project. The James is now down to approximately 10 percent pollution dilution. In the 1930s, the James River actually stopped running because of drought. It would be great if the chapter had someone who could be involved with this project.
Access News: Rutrough Road: Bill reports that he is awaiting to hear VDOT’s response on their approval on a permit for the Rutrough Road access.
The Cushaw Project is on hold awaiting additional contact with CSX, who have been relatively uncommunicative regarding a viable resolution. They have promised to deliver their decision in writing. The Attorney General’s Office will evaluate the current Virginia law regarding liability for railroads in issues such as this.
Gauley River Access: A contract is currently pending for the two acre connector parcel for the Gauley access. Three of six heirs are willing to sell the property to FORVA to hold for eventual National Park Service purchase.
Old Business: The swimming pool for roll sessions has now closed.
New Business: Terry Grimes is working with a client who is selling a campground at Smith Mountain Lake and has offered many picnic tables to be had for the price of driving there to pick them up.

The Roanoke Chapter of the Float Fishermen of Virginia held its monthly meeting at the Roanoker Restaurant on Wednesday, February 28, 2007, with President Pat Williams presiding.
Treasurer's Report: Per Lauri Goater, the treasury contains approximately $2,560.48, with $1,683+ in the general fund and $876+ in the raft fund. As of this date, the RV Chapter has approximately 80 paid members for 2007. Reminder: Dues are $25.00 and should be paid by April 1. The total members as of April 1 determines how many chapter delegates we get.
Conservation News: Bill Tanger reported a prison site is being considered for Grayson County on the New River. There is concern regarding foam and chemical pollution excreted into the New, as is happening at the prison facility in Goochland County. Groups are opposing the new facility.
A major development is proposed for the New River around Eggleston Cliffs. This is a beautiful section with historical value. The good news is that the developers are conservation-minded, and intend to place some of the acreage along river frontage under a conservation easement.
Access: Bill Tanger gave an update on access projects. CUSHAW - A letter has been sent to the CSX headquarters in Florida to prompt a response on the proposed James River access. Thus far, they have been dragging their feet, as well as hiding their heads in the sand in not providing a response to the access issue! GAULEY RIVER - A meeting has been scheduled to meet with some heirs of the Legg property, as well as with a representative of the Park Service, to discuss options available for the purchase, rather than lease, of the two acres of land that connect Woods Ferry Road and Park property. ROANOKE RIVER AT EXPLORE - Access at this location is forging ahead, with ramp designs approved by DGIF. VDOT's permission is required to start the ramp installation and may require a permit for the FFV. Thanks to all who have assisted in the procurement of railroad ties, re-bars, etc.! A question was asked about the access ramp: Is there liability for any injuries sustained in using the ramp, and if so, whose?
Clean-ups: A motion was made to have the clean-up on April 7, the Saturday before Easter. It was discussed and carried with a unanimous vote. For anyone who cannot participate on that date, another date can be chosen for cleaning up the Roanoke River or a section of Rutrough Road (our Adopt-a-Highway section). Check with Ken Ingram or Kurt Sisson for trash bags.
New Business: Kurt Sisson suggested planning a minimal changing station at the Rutrough Road access such as the one on the Blackwater River at the old VDOT wayside access. Old Business: David Shelton provided an update from Mo Byrd on the Big Otter clean-up. Visual improvements indicate that there have been some good results from the clean-up, especially as viewed from the highway. Goose Creek has also been targeted for a major clean-up by DEQ.
River Trips: Check with Tom Newcomb for details in the bass fishing tournament on Claytor Lake on May 5. Benefits for Relay for Life. Check with Jeff Vandercroy for details on a Class 2 trip on the Shenandoah River at Harpers Ferry.
